Force close the settings app first. Swipe up from the bottom of the screen to get to the app switcher. Swipe to find the settings app. Swipe up on the thumbnail preview of the app in order to force close it.

Then restart the phone. Hold the sleep/side button and one of the volume buttons at the same time to get the slide to shut off button. Swipe to the right to shut down. Then restart by holding down on the side/sleep button until the Apple logo appears on the screen. You can also shut down in Settings>General>Shut down.

After the phone totally boots up, go to Settings>Your Name>iCloud>iCloud backup and try again.
