uploading photos from a usb to iCloud

Hello, I just wanted to know if I could upload pictures from my hard-drive to my iCloud without importing them to my MacBook first?

MacBook Pro 13", macOS 10.14

Using iCloud.com, you can choose any source you wish. However, if you are syncing the iCloud Photo Library, once the photos are uploaded to iCloud, they will sync back to your Mac's local photos library.

So, while they are not "imported" to your Mac, they will end up there if you are syncing your local Photos library with iCloud.
