the iPhone I’m using can’t download music from iTunes I’ve been billing every month but when I try to download music to play offline it doesn’t

See Turn on iCloud Music Library with Apple Music - Apple Support. See also About iCloud Music Library icons and status - Apple Support. Make sure that in your main library tracks are marked as matched or uploaded. Update the iCloud Music Library if needed.
