Usually Apple supports their older devices for 4-5 years and app developers support older Apple mobile devices even longer.
While my older iPads have not kept all apps updated, like you about 80-85% of all my installed apps are still receiving regular and daily updates.
There are still many 3rd party iOS App developers still supporting iOS 10 and earlier, but many 3rd party app developers made their own decisions to move on and develop their apps for the future of Apple devices and hardware.
Technology will continue to always move ahead and always get better and faster, while not necessarily getting cheaper.

We get plenty of use out of our older iPads, even though I own and use an over 3-year old iPad Pro model.
You are simply not being realistic about technology devices. Especially mobile tech which moves about as fast as the automobile industry.
