Can my Bluetooth devices be discoverable on my iPhone and iPad and same time?

If a Bluetooth device auto connects to your iPhone then it will not be discoverable to your iPad. You would have to either turn off Bluetooth on the iPhone and then put it in discoverable mode or move the iPhone far enough away that it cannot auto connect.
