Iphone 7 Restore 4013 error

I'm trying to restore the my wife Iphone 7 but i get the error 4013 and then the restore stops.

I have try different cables( originals), different USB ports, different computers still same error.

The itune has been upgraded to the latest version on both computers.

At the moment the Iphone wont start and get the support.apple.com/iphone/restore message.

I want to mention that this is a 32Gb version and i believe that the space it's almost full on the phone.

Is there any ways that i can factory erase all the Iphone and make it as a new Iphone?
