Suddenly my iPhone Xs camera will only take selfies with the Camera App and in iMessage. I can take selfies and photos in FB messenger, FB, Instagram and WhatsApp. I took the phone to Apple store and we did diagnostics - nothing found - and forced restart, and settings reset - problem was fixed for one or two photos, and then back again. The phone is brand new - just got in May 2019. Help!

On one hand you are saying "iPhone Xs front facing camera is not working - in iMessage and with Camera App on phone." In the very next sentence you are saying "I can only take selfies in those apps."
Totally contradicting or I am confused.
Can you elaborate the problem faced or take your device to an Apple Retail Store or Apple Authorized Service Provider, or contact Apple Support:

Sorry. I am getting my "front" and "back" confused, I suppose. The camera is only taking selfies - I suppose that's the front facing camera (I was looking at it as the back facing camera, looking at me standing behind the camera).
