No If you can't make a FaceTime call on your iPhone, iPad, or iPod touch - Apple Support it wouldn't come with facetime installed on it.

The link that you have attached talks only about iPhone iPad or Itouch and not MacBooks.
I had read somewhere that MacBooks come with FaceTime irrespective of country in which you bought it.
