Did you try resetting them yourself?
Apple ID - If you forgot the answers to your Apple ID security questions
Did you talk to Apple ID Support and they wouldn't reset the questions? Unfortunately, if you can't reset them yourself, and Apple ID Support won't reset them, you won't be able to use your existing Apple ID account.
