Update Apple ID won't work

Been trying to update my apple ID and followed all the instructions until I need to approve my phone. It says "Go to one of your other devices signed in to iCloud to approve this iphone" but it just keeps loading and nothing is happening. There's no pop up from my lap top or anything that would let me approve my phone.

Someone help please!
