Why does iTunes eat storage space when restoring a phone

I am trying to use iTunes on a Windows PC to restore from a backup... when trying to do so, iTunes has taken up a total of 27.84GB of storage... this isn't backing up a phone... this is putting the already made backup, onto my phone... this should not take up almost 30GB of storage to transfer a already existing file over a USB cable...

think I discovered what its doing... its literally taking a new backup of my device everytime I try to restore from a backup... wow iTunes, wow https://i.imgur.com/uwAfEx8.png
