Purchases not being completed.

Everytime I try to purchase something it tells me it can’t be completed and to go to www.apple.com/support/intunes/ww.

What do I do to stop this from happening??

iPhone 6s, iOS 12

Contact iTunes Support as instructed to do, but go to the correct URL, not the wrong one that you've posted : http://www.apple.com/support/itunes/ww
