Itunes - Incredible Slowness to launch and Slow Search

Fellow Ituners,

I believe I have confirmed that my issue might be my isp.

I have two boxes - Window 7 and Windows 10

I have rebuilt Itunes as direct - the apple way.

I have run netsh winsock reset.

I have run Autoruns.exe and shows no winsock conflicts. Only thing showing is Bonjour.

When I run Itunes diagnotics, it shows that "Security Link to Itunes Store Failed". Here are the details:

Firewall Information

Windows Firewall is on.

iTunes is enabled in Windows Firewall.

Connection attempt to Apple web site was unsuccessful.

The network connection timed out.

Connection attempt to browsing iTunes Store was unsuccessful.

The network connection timed out.

Connection attempt to purchasing from iTunes Store was successful.

Connection attempt to iPhone activation server was successful.

Connection attempt to firmware update server was unsuccessful.

The network connection timed out.

Connection attempt to Gracenote server was successful.

Last successful iTunes Store access was 2019-07-09 10:28:08.

With all of that said, I decided to unplug my Windows 10 from internet cable and use my phone as hot spot. Walla. The connection to my phone was perfect and itunes launched in a few seconds.

So with that, and the dump above, I have to believe it is something with isp routing to itunes in general or apple.

1 - Can someone tell me what I need to do to prove this to them? What address does apple use to get to itunes store so I can run tracert to see the hops.

2 - If you guys think it is stomething within Windows 7 and Windows 10, please let me know. I am at a loss.
