The card needs to be from the region he has set in the App Store/iTunes.
The Gift card needs to be redeemed to his account. Then it can be used in the App Store/iTunes.

Is this someone you know personally? Or a random person asking you for payment in iTunes Gift cards? If the latter, that's frequently a scam.
