The only 2 places you can use an iTunes Gift card are in the App Store and iTunes. You can't use the card to purchase things on the Internet from places other than the App Store/iTunes.

If he wants to purchase from places other than the Internet, he needs a debit card issued by a bank.

Is this someone you know personally? Or a random person asking you for payment in iTunes Gift cards? If the latter, that's frequently a scam.
