Trying to backup to iCloud. It’s taking hours and estimated time is increasing rather than decreasing. If I cancel backup and try to backup on a different network in a different location, will it continue from where it left off or start the whole process again?

It will start over again. You're seeing the time increase because this is your first time or you've haven't backed up in a long time.
Best to do it at night when you go to sleep, plug to power outlet, connect to wifi , lock your phone and leave your phone alone.
