Fixed it.
I can not remember how to add another family member to my find my iPhone account. I have my three kids on my app but I just created an iCloud for another child’s phone but how do I see it in the find phone app.

You don't. FMiP is only for finding devices using your Apple ID.
Use Find Friends app or download the free Find My iPhone app to locate other devices using their Apple ID.
Yes when you have Family sharing setup.

I can see my other three children’s phones locations and they all have their own Apple ID’s. So it is possible. They’re in my “family” so I’m able to do locations and settings.
