Creating more space in Icloud

I am trying to create more space in my icloud. If I delete my photos from my messages or delete messages and emails will that free up space in my Icloud if I currently have my messages and email turned off in icloud although it was on for a while in the past. Also how do I delete some icloud back up? This is for my iPhone 6 and ipad

What sorts of files can I remove from my iphone 10 to reduce icloud use. And how do that? So far, all I get from Apple iCloud are solicitations urging me to buy more storage space on iphone...rather than how to reduce what I ihave! iCloud says I'm running out of space. in the cloud. My iPhone storage is full and so is my iCloud so I signed up for iCloud , does this free up space on my iPhone? If so, how does it do that, and will I be able to access my photos and videos that are already backed up?
