My IPhoneXr does everything except have a useable phone

Why would my brand new IPhoneXr stop being a phone?

I can write and receive texts. Gmail works. I don’t get a phone ring. when I call out there’s so much static on both ends that it’s impossible to hear. i’ve Tried turning on and off the airplane mode.
