Hello, I currently live in Qatar and I wish to purchase applecare for my iPhone XS Max and Apple Watch series 4. An official Apple Store doesn’t exist within the country. If I buy applecare online will I be covered here by the premium resellers in case of device damage? Thanks.

If you use the link sberman provided but change the country to Qatar, you will see that AppleCare/AppleCare+ is not available in Qatar. So no, you cannot purchase any extended warranty since Apple does not offer any in your country.

There is no international law or treaty that requires any company to offer extended warranties or other coverages everywhere they do business. Consumer laws on warranties (base and extended) additional coverage options, and insurance all vary from one country to the next (often from one state, Providence or region within a country).
Even in those countries that do offer AppleCare+, the extended warranty coverage may be restricted to the country the device was originally sold in, as per the terms of AppleCare+ for iOS iPhones.
No it isn't because it has to be set up in accordance with the laws where it is sold.

I did attempt to change country to Qatar and noted I could not connect to an AppleCare page. I failed to get as far as concluding that meant AppleCare is not available there.
