my ipad 2 has ios 9.3.5.
some of the apps do not work properly due they being incompatible with 9.3.5. I deleted them and then tried to re download. I get notification about incompatibility and offer to download the last compatible version.
However, on clicking download button on the pop up notification, the latest incompatible version gets downloaded again.
i have tried this many times but always the incompatible version gets downloaded

Have you tried a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?

it is not "If you need to run newer apps that are no longer compatible". it is the opposite. I want old version of the app. App store tells me that and offers me old compatible version - but then version actually downloaded turns out to be new incompatible version

THAT is impossible. That cannot happen, ever!
If it downloaded the last compatible version, maybe that version no longer works?
It would help if you tell us what older version app/s you are trying to download to your iPad 2?
i also thought it was impossible. i am placing step by step screenshots of what i have tried to do over some weeks - placing only two of the problem cases.

Only apps that are compatible with the last iOS version of your iDevice and earlier can be downloaded to older iDevices.
Your iPad 2 is an over 8-year old iDevice running an over 3-year old iOS version.
If you need to run newer apps that are no longer compatible with that 8-year old iPad, then you need to purchase a new iPad from Apple or a discounted, refurbished iPad from Apple’s Refurbished & Clearance section of Apple’s Website, that can run the most current iOS versions and the most current apps.
