messages in icloud disabled error

I have just set up my iphone XR and my messages haven't synced from icloud.

In my messages app it says"Messages in iCloud is currently disabled" giving me the option to "repair account" which does nothing.

Messages is toggled on in my icloud.

I am running ios 12.3.1 - anyone have a fix for this?

I've that seen people on ios 11.3.1 have been having issues but not on the current ios.......

Settings, Messages, toggle off iMessage

Settings, General, Reset, Reset network settings.

Then hard restart the phone..

Press and quickly release the Volume Up button. Press and quickly release the Volume Down button. Then, press and hold the Side button until you see the Apple logo.

when phone comes back toggle on iMessage
