I have got the license for office 365 (excel,powerpoint and word) throught my Apple ID on my mac book air but my other user accounts on the macbook still does not have the activated office and it prompts to activate the license and pay the subscription fee.

If you are having issues with the subscription of Office 365 I will suggest to refer first of all to the Windows Support for Office 365 and ask informations about the License Agreement subscribed and about how to set up your settings in order to be able to use the application using other accounts on your computer.
Specific Purchase on the App Store are available in other accounts only if you sign in to the App Store using the same Apple ID... but for Office 365 maybe it's required also to set up your account in System Preferences > Internet Account
