Why can’t I buy music from the music store? I don’t want to join a monthly music app.

There are two separate libraries. The iTunes Store library provides songs for purchase in the way it always has. The Apple Music library, which is different (and smaller) is only accessible on subscription and you can't purchase songs from it.
