My iphone xs max doesn’t charge more than 82% !
My battery Health is 100% .
whats going up in apple!
its now connected to a charger ( even fast charger Anker Gan atom technology) but its 1 hour still on 82% ! And the symbol of the charging is shown but the percentage is still.
is it my problem or its a public bug?!

First, make sure you have a backup of that phone. Verify that it's backed up to iCloud and if you can you should back it up to a Mac or a Windows machine that's been updated with the right version of iTunes. Do it now before attempting anything else.
It's entirely possible that your problem comes from some inability of iOS to correctly read the battery level.
The standard troubleshooting path in these cases involves a device restore as a last resort. However, you should start with Force Restart then Erase All Settings if that does not work. You will find the Reset function in General/Reset at the bottom of the list.
Try removing the case while charging.
