Is it locked because you forgot your passcode?

If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

Is it locked to a different carrier?

How to unlock your iPhone for use with a different carrier - Apple Support

Is it locked because you forgot your Apple ID or its password?

If you forgot your Apple ID - Apple Support

or

If you forgot your Apple ID password - Apple Support

Is it locked by activation lock?

You won't be able to unlock it, unless you know the original credentials that were used to activate that iphone.
