Thanks for visiting the Apple Support Communities. If I understand your post, you're trying to install a macOS update and it isn't working as expected. It'll start to install, but will pause. I'm happy to help!
First, try the combo update. If you're on 10.14.3, you'll want to update to 10.14.4 first: Download macOS Mojave 10.14.4 Update, and then you can go to the current release of 10.14.5: Download macOS Mojave 10.14.5 Combo Update.
If you're unable to install the combo updates, I recommend booting into safe mode and trying to update using the App Store again. To do this, first delete the macOS installer you already downloaded from LaunchPad. Then use Use safe mode to isolate issues with your Mac - Apple Support to boot to safe mode. Once there, hold the shift key on the keyboard while you open the App Store and try downloading and installing the update again.
