Voicemail

When I call someone and it goes to the default voicemail with the recorded voice and it lists their number instead of their custom voicemail after ringing what does that mean?

It means that is how they have their voicemail configured. It can be configured based on the carrier's settings. Most can either have a personal greeting, or a default greeting of them saying their name and the rest is a recording, or it will just give their phone number as a recording. What you hear has nothing to do with your phone or settings.
