Apple Series 4 watch not receiving texts from an inbound Samsung phone

I have a Series 4 Apple watch. My Apple XR phone receives all text messages but my watch only shows the texts from an Apple phone not any text messages originated from a Samsung phone. Since my husband has a Samsung phone, he is not a big Apple fan and not happy my watch notifications are not showing. Help please. This just started happening.

I tried all of these steps. I see the message on my watch that is sent but an alert does not happen.

I figured out two things. - This phone number was set to not alert but if your phone is on and the alert shows there it will not show up on your watch.
