what is developer mode?

Do I have to enable it to use Xcode?

and if I left it On can in any chance while coding apps the Mac software get effected ?

some of my engineering old friends had to code some stuff in collage and got their Mac software damaged and they had to reset and restore their MacBook Pro and all the data got lost. I don't want that to happen to me, and I don't have their contacts to know what went wrong exactly . but I hope you can help me here .

here is more context: I am new to Xcode and swift. i just started learning swift by reading The Swift Programing Language Edition 5. so I opened it via Xcode as instructed in the book, to do exercises while reading/learning. But every time I run the codes ( the play button ) a message appears saying " Developer Tools Access needs to take control of another process for debugging to continue. Enter your password to allow this. "

so i googled it and I could only find how to enable it. and I couldn't find what does it exactly give access to and what does it do and how, so I can understand and know how that will effect Xcode and other things in my Mac! is it only for Xcode and have nothing to do with other apps? does it change things or how thing operate in my Mac? is it safe to leave in on all the time ? or I have to turn it on only while using Xcode ? etc
