Is it possible to shares apps that were purchased prior to establishing family sharing?

If they are still in the store, shareable, and if the purchaser hasn't hidden them and sharing of their purchases enabled on their account then yes, they will be automatically available to the other members of the share : Share App Store, iTunes Store, and Apple Books purchases with Family Sharing - Apple Support
