Hello! When I turn on my iPad, it displays:

black screen

Support.apple.com/iPad/restore

the iTunes icon and image of a charging cord

what does this mean?

Have you got a different USB port on the computer to try with, or a different computer ?

It's gone into recovery mode, follow the instructions on that link and reset/restore the iPad

What happens when you try to restore it via your computer's iTunes ?
