I would like to add phones purchased before we started Business Manager, How do we add these to DEP?

Apple Business Manager My organization has recently given a user a different phone that is not managed on Apple business so I need to release a device and add the new one, but I am unsure how to add the new one back as the options are not the same as before.

Can I trade in more than one eligible device at a time towards the purchase of a new phone? I have multiple devicces which can be traded in, so I was just wandering if i can only trade one in per purchase or if I can do them (trade them) all at once towards the purchase of a new device. Would be nice if I could get an answer?
