iphone disabled connect to itunes but its plugged in and isnt coming up

its disabled and plugged in via usb and isnt coming up at all, like my computer doesnt even think its plugged in, how do i get my phone usage back

iPhone XS, iOS 12

My laptop doesn't recognize the fact that it is plugged in, though. Once I attach it, it doesn't bring itunes, photos or anything up and is not found on my computer

my iphone doesn't work . There is iTunes sign even when i plunged with computer to used iTunes doesn't work.
