With split keyboard, I can no longer access exclamation point or question mark without navigating to the 2nd page of symbols. The swipe up feature is disabled. Please fix, those of us with small hands need the split keyboard, but we need question marks...

The keyboard will dynamically change depending on what kind of text you are entering. For example, when typing into the address bar in Safari the keyboard will offer certain keys that pertain to entering a website. This is also true when filling out forms or when entering a password. It’s possible that these punctuation symbols are being presented for certain text input and not for others. If you believe this is a bug then I suggest submitting feedback to Apple.
