I don’t have a true tone setting on my phone.. so I want to know the reason of this? is it just a bug or it happens due to a screen changing? Does it happens on iPhone x without changing the screen?

Is there any chance that you already had a screen-replacement done? Maybe a third-party one? Because i have seen multiple issues with the True Tone feature being gone after the device had a third-party screen replacement. In that case the True Tone option is no longer there.
Some display accessibility settings, such as Invert Colors, Greyscale, and Increase Contrast, may turn off True Tone.

its not turned off.. it just disappeared
It may disappear (and therefore be unavailable) if you use the accessibility settings mentioned above.

And, of course, TrueTone requires an iPhone 8 or later.
Mine is X with 12.3.1 ios
Could you please provide a screenshot of your page for Settings>Display & Brightness.
You have clearly adjusted some accessibility settings, as your screenshot shows you have set Settings > General > Accessibility > On/Off Labels to “On”. That is not the default setting.
