How do I access what is stored in the cloud of my old iCloud account that was on my iPhone4 that was stolen in March 2018. When I got my iPhone8plus I created a new account just Incase the person that stole iPhone4 figured out my iCloud password. I have ren trying to figure out how to access my photos from my back ups for over a year. Please help me with access to iCloud storage

You cannot access two iCloud accounts at the same time. You would have to erase what is on it now, then set it up again using the old AppleID.
Instead of making a new Appleid, you should have just changed the password on the old one, and enabled 2 factor authentication to further protect it - Change your Apple ID password - Apple Support and Two-factor authentication for Apple ID - Apple Support. There was no reason to have made the new AppleID.
