Can you explain more? How did you "save the JPEGS from your work computer"? Did you import the scanned images into a Photos Library on your Work Computer? Is your work computer syncing with iCloud Photos or are you syncing with My Photo Stream?

If you are using iCloud Photos, you can check on the web page www.icloud.com, if your photos have already been uploaded to iCloud. At www.icloud.com sign in with your iCloud APpleID and launch the Photos.app there. Are your scans already in iCloud? If yes, check the status bar in Photos on your Mac at home, if your Mac at home has finished with uploading its photos to iCloud. It will only start downloading from iCloud, after it has finished to upload all photos into iCloud. How to check the status bar is described here: About the status bar in Photos for macOS - Apple Support
