I am being charged a 9.99 fee each month for Apple Membership. What is this for? What happens if I cancel this.

The $9.99 is possibly for Apple Music. Its what gives you access to the Apple Music subscription service for download and streaming of music.

What happens if you cancel, is that any music downloaded from the service would stop playing and eventually be removed from all devices using the subscription.

Its also possible its for something else like a third party App subscription, or a service like Netflix, or Hulu etc... Only you can really know what you are paying for. You should be aware of what you are subscribing to.
