Fast Touch ID on iPad Air 2019 not working

I just got a brand new iPad Air 3. It is running current iOS 12.3.1. I watched a video about fast Touch ID. I did what the video said but it will not let me open from the lock screen with just a touch. I already put my fingerprint in. What am I doing wrong?
