How do I reset the parental passcode to change limits on screentime for my kids' devices? I have tried to erase and reset all content, but when I restore the phone, all passcodes are also restored.

This is is your mistake.
When a Screen Time passcode is forgotten, the devices must be set up as new. Previous content cannot be restored.

Even without the Screen Time issue, every individual person needs her/his own, unique Apple ID.
Content cannot be transferred, but you may institute Family Sharing.

Again, do not restore from any backup. Anyone getting a new Apple ID should thoroughly cleanse her/his iOS device(s) as follows:

Your Apple ID is the basis for distinguishing, for example, your messages, contacts, calendar, photos, emails. It is also the basis for age restrictions. It also defines who owns purchases.
Indeed each person needs her/his own Apple ID.
So does that mean the kids need a new apple id? Can content be transferred from one id to another one of the same user? What is the best solution? Thank you.
Thank you for the tips. Yes, this was my fault. However, if I can retrieve my own password through my email as well as my cell number, why can't it be retrieved/reset my children?
