Can I find my phone with find my iPhone turned on?

I cNt locate my wife’s lost iPhone 8 because she turned find my iPhone off , but it still shows up as being signed into my Apple ID , is there a way to find it without find my iPhone?

iPhone 8 Plus, iOS 12

When going onto the link you provided it does indicate if you have family sharing activated you can locate any device linked to the program. So best to check whether you have that enabled.
