Everytime i try to download an app it tells me verification required and when i verify it the app doesnt download and i have to keep doing it over and over again

Your payment details are accepted when you verify them ? What have you tried e.g. logging out of the account in the App Store app, closing the app via the phone's taskbar and rebooting the phone, and then retrying download the app ?
