Apple Event: May 7th at 7 am PT
I can receive on both my phone and my Mac but I frequently cannot send to the same recipient (using iMessage) on my Mac... but I CAN on always send on my phone. My suspicions is that the phone has the "Send as SMS" feature, but my Mac app does not?

If your phone is set to allow the Text Message Forwarding, then it should work for sending and receiving. The Send As Text Message function within an iMessage conversation (Apple to Apple) only works if the message has not been sent yet.
