Activation lock on my Ipad

I lost my Iphone, went to my Ipad and went to find my Iphone. It found it. I later went to my I pad and there is Activation Lock on it. I put in my user name and pass word that I used to set up Icloud as it asked but it will not work. What am I doing wrong?

Activation Lock 4s So recently I found my old iphone 4s and wanted to try and see if it still works and it did but now I can't get passed by activation lock eventhough I entered my apple ID and password. I also tried find my phone but it wasn't there in "My devices". And since its an old device I don't have the papers of purchase to take it physically to an apple store to get the problem fixed. If there's any way possible for me to be able to get back my phone please answer.
