Tap the folder to enlarge it. Hold your finger on the title till it wiggle. Tap the title for the cursor. Be sure to tap the home button when done.

Do you mean a folder you created where you store multiple apps?
If you do, rest your finger on that folder and all the folders and apps will start to jiggle.
Tap that folder to make it larger on your screen.
At the top is the folder name. Tap the little x and type in the new name you want to call it.
Tap your home button to take you back to your home screen.
