hi! I have an Iphone Xr that is currently locked as I still have one year contract with AT&T in the USA. I do travel often to Canada and wanted to use that eSim capability in Canada with a Canadian cell operator....is that possible with a US phone locked?

Normally there is no fee, but its down to the carrier whether they'll charge you for it or not.
Most do require you to complete the current plan you are on. Others may just require you be a customer of theirs for a certain period of time.
AT&T does require the completion of the current plan however.

No. To use the eSim with different operators the iPhone must be unlocked.

To use two different carriers, your iPhone must be unlocked. Otherwise, both plans must be from the same carrier.
