I have tried to log in a few times over my computer but can't seem to get through the security questions or reset my security questions . i am able to access my account via my cell phone but have fallen short over the computer. if you can give me some guidance that would be appreicated.

To sign in with Apple ID account you need correct Apple ID and password and three correct answers for respective questions .
Even the Apple ID and password are correct and answers for security questions are incorrect , the Apple ID can't be signed in for that contact apple support senior care advisors see this link https://support.apple.com/en-us/HT201232
If you can't reset them : If you forgot the answers to your Apple ID security questions
contact Support in the country where you live (and which is therefore the country on your account) and see if they can reset them for you : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
And it's not a good idea to post your email address on a user public forum.
