iPad won’t update to latest software

I’ve been trying to update my software for about a year now. It keeps saying that it’s up to date but the software I have is 9.3.5 (which is obviously way out of date). I have even reset the iPad (3rd Generation) to factory settings and the problem persists. Please can someone help me out because I now can’t download any apps or even use Safari effectively.

iPad, iOS 9

The reason your iPad is up to date is because you likely have iPad 2 or 3 and for those devices, iOS 9.3.5 is the highest they are capable of going. They are simply too old, too under powered and completely incapable of running the 64 bit architecture required for the newer iOS levels.

If you are not able to download apps you want, you'll need a newer iPad, capable of running the new iOS.
