I recently signed out of my iCloud and let someone sign into theirs for a minute and when I logged back in, all over my pictures and videos were gone except for like 4 recent things. I just wanted to know if there is a way for me to retrieve the photos and videos back.

Have you checked iCloud.com from a computer's browser? If you see your missing photos there, they should be able to sync to your iPhone again with iCloud Photos. Make sure you are connected to a strong Wi-Fi signal and iCloud Photos is switched on. You'd also want Low Power Mode disabled: Use Low Power Mode to save battery life on your iPhone.

Try Settings/Your Name/iCloud and slide off syncing. Wait a few minutes and then slide syncing on. Allow time for syncing to occur.
Last resort - have you tried signing out of iCloud and then sign back in?
