Where can I get the dmg file for Mojave? I'd like to run a VM of it on my mac and VMWare Fusion wants a dmg file mounted.

There isn't one. You'll have to ask VMWare what they want you to do.
You can download the installer from the App Store, then make a disk image with it on it.
There is no dmg file for Mojave. Normally Fusion works with the installer. At least with all other versions of macOS.
Drag the installer "Install macOS Mojave" into the indicated area.
That means either you don't have enough free space to create the VM (40GB+), or you don't have permission to do so. It has nothing to do with creating a Mojave VM guest in particular.
Can you elaborate on how to do that?

I've tried that but don't see where there's an option to make a dmg.
Forget a DMG, it's not needed.
I tried that a few times and get this error message.
I have plenty of free space. Clicking on the customize button to increase the size of the drive acts like clicking on the continue button. I'll start a case with VMWare. Thank you for your help.

Huib Dijkstra had a blog post that worked.
Glad you found a solution that worked for you but, I just tested and all I had to do was drag the "Install macOS Mojave" into the area I mentioned. No iso or dmg required. I am running VMWare Fusion 11.1.0.
